CPE 19. Sept passed Slate Sie 4 Blake appears to me to be too optimistic about the sanitary state of Hong Kong.
The memo by the Principal Civil Medical Officer shows that the Sanitary Board has been doing good work but there is much room for improvement.
I think that as much as possible should be done to take up the question of the constitution of the Sanitary Board which was left for consideration.
Sir W Robinson having made it difficult for himself to deal with this entrancing action in bringing a plebiscite.
I am inclined to recommend the inclusion of the Principal Medical Officer in the Harrison.
The draft = 19375 will require slight amendment by referring to the despatch whathe out to W.O. with reference to 19357 and a copy of the despatch.
